Description:

A lazy peasant does not practice good cattle management, so his bull is skin and bones.

And obscure and forgotten skit from the newsreel "Socialist Village" ("Социалистическая деревня"), of which 213 were made between 1929-1938. Supposedly from a 1934 release, but which specific one is uncertain.

This cartoon should also be seen in the context of the early 1930s Dekulakization campaign ("kulak" means "fist"; note that the lazy peasant visually transforms into a fist which is then crossed out); however, that campaign ended in 1933, supposedly a year before this cartoon was made.

The uploaded aspect ratio of the video above is incorrect, but is corrected on this site. It has also had some "computer-restoration" done, which doesn't really improve matters, but is the only source available. The second video above is the original, but has no music.
