The character that appears at 3:09 is a "zhuchok" (little bug), which in Russian slang refers to a wire or metal piece manually inserted in place of a blown fuse (a protective device designed to break an electric circuit under fault conditions). Doing this would bypass the safety mechanism entirely and could cause serious fires - nevertheless, it was commonly done. For a modern article about the issue, see here (in Russian).
