This film is part of the Umka series.

Description:

A little polar bear befriends a Chukchi boy. Based on the children's story by Yuriy Yakovlev.

The name "Umka" means "bear" in the Chukchi and Koryak languages, while in Russian it sounds equivalent to the English "Smarty".
